Chairman of TETFund’s Board of Trustees, Aminu Masari, made the disclosure on Tuesday during the opening of a two-day workshop in Abuja, describing the initiative as a critical step toward securing campuses nationwide.
Masari said the master plan would establish a clear and modern security framework that enhances institutions’ capacity for threat prevention, detection, mitigation and response. He explained that the plan is designed to promote intelligence-led security operations, proactive risk management, and stronger protection of students, staff, facilities, infrastructure and intellectual assets.
According to him, the framework will also improve collaboration among tertiary institutions, security agencies and host communities. It will institutionalise emergency preparedness, crisis management and business continuity strategies, while integrating modern physical and digital security technologies into campus operations.
Masari noted that discussions at the workshop would serve as the foundation for a national security guideline that will influence campus security policies and investment for years to come.
In his remarks, TETFund Executive Secretary, Sonny Echono, expressed concern over the high level of insecurity within many campuses, describing them as porous and attractive to criminals.
He said a previous mapping exercise had identified several high-risk locations and established early response mechanisms, but emphasised that stronger coordination among security agencies is needed. Echono called for clear communication channels involving the military, police, and the Nigeria Security and Civil Defence Corps to enable coordinated responses to security breaches.
He warned that criminals continue to see campuses as soft targets due to their population of vulnerable individuals, stressing the need for institutions to take security threats seriously.
Masari added that Nigerian campuses now face diverse threats such as banditry, kidnapping and cyberattacks, making the new master plan essential for improving readiness and response capabilities across the sector.
